“Could Customers please not leave…” then that would be more of a question. Or it could be “Customers, Please do not leave…” then it would be a statement and grammatically correct.

If I were writing this sign I wouldn’t bother addressing it to anyone. “Please do not leave…” would be more succinct and grammatically correct. What made laugh was the idea of thieves in operation, like public lifts or payphones. I imagine a pile of thieves around the back with ‘Out of Order’ pinned to their chests. Surely ‘thieves operate in this area’ would be more accurate.
